    Types of Visas for Turkey:

  • Tourist Visa: Issued to foreigners who wish to come to Turkey for tourism or official visits, business meetings, conferences, seminars, meetings, festivals, fairs, exhibitions, sports events, cultural and artistic events, etc.
  • Transit Visa: Issued to foreigners who want to transit through Turkey within a specified period by entering from any border gate, and the transit period specified with the transit visa starts again at each entry through the border gate within the validity period of the visa.

2-Residence Permit Consultancy for Turkey


In Turkey, a residence permit is essential to ensure the parallel application of national and international legal rules, prevent human rights violations, and establish a system befitting human dignity. Foreigners have various rights and obligations in the country. Residence permits enable foreigners to be legally settled in Turkey within the framework of these rights and obligations.

According to the Law on Foreigners and International Protection, a residence permit is a document granted to stay in Turkey. This document grants the foreigner the right to reside in a specific place for a certain period. Residence permits are essential for maintaining and protecting public order, and they are issued upon request of the foreigner, submission of necessary documents, and meeting the conditions.

A residence permit is a document granted to foreigners who want to stay in Turkey. Foreigners exceeding the visa or visa exemption period must apply through the e-residence system. Once the application is completed, the foreigner must be present at the provincial/district migration office on the appointed day. Foreigners who fail to appear on the appointment day without a valid excuse are considered not to have applied.

Extension applications for residence permits are generally made in the same manner. The Foreigners Communication Center (YIMER) is a communication center that provides services 24/7 for questions and problems related to residence permits. Types of Residence Permits in Turkey:

  1. SHORT-TERM RESIDENCE PERMIT


  2. Articles 31 to 33 of Law No. 6458 on Foreigners and International Protection regulate short-term residence permits. Additionally, Articles 28 and 29 of the Regulation on the Implementation of the Law on Foreigners and International Protection regulate short-term residence permits.

    • Foreigners coming for scientific research purposes;
    • Those who own immovable property in Turkey;
    • Those who will establish commercial connections or businesses;
    • Those who will participate in in-service training programs;
    • Those who come for education or similar purposes within the framework of agreements Turkey is a party to or student exchange programs;
    • Those staying for tourism purposes;
    • Those who will receive treatment provided they do not carry one of the diseases considered as a threat to public health;
    • Those who need to stay in Turkey as per the requests or decisions of judicial or administrative authorities;
    • Those who have lost the conditions for family residence permit;
    • Those who will attend Turkish language courses;
    • Those who will attend education, research, internship, and courses in Turkey through public institutions;
    • Those who apply within six months from the graduation date from higher education in Turkey;
    • Those who will invest in the scope and amount determined by the Council of Ministers but do not work in Turkey, and their foreign spouses and dependent foreign children;
    • Those who are citizens of the Turkish Republic of Northern Cyprus.

  3. FAMILY RESIDENCE PERMIT


  4. Articles 34 to 37 of Law No. 6458 on Foreigners and International Protection regulate family residence permits. Additionally, Articles 30 to 34 of the Regulation on the Implementation of the Law on Foreigners and International Protection regulate family residence permits.

    • Spouses of Turkish citizens
    • Foreigners covered by Article 28 of Law No. 5901 or other residence permit holders or their children
    • Family members of refugees and those with subsidiary protection status
    Family Residence Permit Durations:

    It can be arranged each time for a period not exceeding three years. The permit period cannot exceed the residence permit period of the supporter.

    Family Residence Permit Application Requirements:
    1. Meeting the requirements of the supporter (health insurance, monthly income, criminal record, residence period in Turkey, and address registration system)
    2. Meeting the requirements of those applying for family residence permit to stay with the supporter
    3. STUDENT RESIDENCE PERMIT


    4. Articles 38-41 of Law No. 6458 on Foreigners and International Protection and Articles 35-39 of the Regulation regulate the student residence permit.

      Who Can Apply:
      • Foreigners who will receive primary and secondary education without a family residence permit.
      • Foreigners who will study at higher education institutions.
      Permit Durations:
      • If the duration of education is less than a year, the permit duration cannot exceed the duration of education.
      • Foreigners who come through public institutions can be granted a permit for the duration of their education.
      • Foreigners who will receive primary and secondary education can be granted permits annually with the consent of natural/legal persons undertaking their care and expenses.
      Application Requirements:
      • To present information and documents supporting the purpose of stay in Turkey.
      • Not to fall within the scope of Article 7 of the Law.
      • To provide address information for residence.
      Health Insurance:

      It is necessary to be a general health insurance holder within three months.

      University, Faculty, or Department Change:
      • If there is a change of educational institution in the same city, the validity of the permit remains.
      • If education will continue in a different city, a permit is issued for the new duration of education.
      Right to Work:

      Students are entitled to work with a work permit. This right begins after the first year for associate and undergraduate students.

      Reasons for Rejection, Cancellation, or Non-Extension:
      • Failure to meet or disappearance of the conditions.
      • Inability to continue education.
      • Usage of residence permit for purposes other than intended.
      • If there is a deportation decision or entry ban, short-term residence permits are not granted, or if granted, they are canceled and not extended for those whose duration has ended.
    5. LONG-TERM RESIDENCE PERMIT


    6. Articles 42-45 of Law No. 6458 on Foreigners and International Protection and Articles 40-43 of the Regulation regulate the long-term residence permit.

      Who Can Apply:
      • Foreigners who have resided in Turkey continuously for at least eight years with a residence permit or who meet certain conditions are granted indefinite residence permits by governorships.
      • Refugees, conditional refugees, those with subsidiary protection status, and temporary protection beneficiaries are not granted the right to transition to a long-term residence permit.
      Permit Durations:

      The long-term residence permit is issued indefinitely.

      Application Requirements:
      • To have resided continuously in Turkey for eight years with a residence permit.
      • Not to have received social assistance in the last three years.
      • To have sufficient and regular income.
      • To have valid health insurance.
      • Not to pose a threat to public order or security.
      Rights Provided by Long-Term Residence Permit:

      The right to benefit from rights such as military service, voting and being elected, entering public service, and importing vehicles.

      Reasons for Rejection, Cancellation, or Non-Extension:
      • Pose a serious threat to public order.
      • Being outside of Turkey for more than a year for reasons other than health, education, and mandatory public service in their country.
      Reapplication for Canceled Long-Term Residence Permits:

      Reapplications for canceled permits are made to consulates or governorships in the province where the foreigner resides personally or according to the specified procedure.

      For reapplications, the eight-year residence permit requirement is not required, applications are evaluated with priority, and results are finalized within one month.

      Those whose permits were canceled due to reasons such as health, education, and staying outside of Turkey for more than a year may reapply.

    7. HUMANITARIAN RESIDENCE PERMIT

      • Legal Basis: Articles 46 and 47 of Law No. 6458 on Foreigners and International Protection and Article 44 of the Regulation regulate the humanitarian residence permit.
      • Who Can Apply:
        • When the best interest of the child is at stake,
        • In cases where a deportation or entry ban decision has been issued but exit is not possible,
        • When a legal process is initiated while return procedures to the country of asylum are ongoing,
        • In cases requiring entry permission for emergency situations or public order,
        • In extraordinary situations.
      • Permit Durations:
        • It is limited to periods determined by the Ministry.
        • Approved by the General Directorate, permits are issued and can be extended by governorates.
      • Conditions:
        • Conditions for humanitarian residence permits are not required as in other residence permits.
      • Reasons for Rejection, Cancellation, or Non-Extension:
        • Humanitarian residence permits are canceled and not extended with the approval of the Ministry when mandatory conditions cease to exist.
      • Other Matters:
        • Holders of humanitarian residence permits must register with the address registration system within twenty working days from the date of the permit.
        • Holders of humanitarian residence permits can apply for other permits within their validity periods, except for long-term residence permits.
        • Periods spent with humanitarian residence permits are not added to the total duration of general residence permits.
      • RESIDENCE PERMIT FOR VICTIMS OF HUMAN TRAFFICKING

        Residence permits for victims of human trafficking are regulated in Articles 48 and 49 of Law No. 6458 on Foreigners and International Protection and Articles 45 and 46 of the Regulation.

        Who Can Apply?

        This permit is issued to foreigners with strong suspicion of being victims of human trafficking.

        Permit Duration:

        Residence permits for victims of human trafficking are issued by governorates for a period of thirty days. They can be extended for periods of six months, up to three years.

        Permit Conditions:

        Conditions for other residence permits are not required for this permit.

        Reasons for Rejection, Cancellation, or Non-Extension:
        • Establishing ties with perpetrators of the crime by the foreigner,
        • Non-compliance with obligations,
        • If it is understood that there is no victimization, the permit is canceled. However, if the situations occurred due to reasons such as coercion, intimidation, violence, the permit is not canceled.

    If you plan to stay in Turkey for longer than the period specified in your visa, you need to apply for a residence permit.

    If you have missing documents when you attend your residence permit appointment, you will be given an additional 30 days to provide them.

    After making an online application at https://e-ikamet.goc.gov.tr/, the amount of fees and taxes you need to pay will be written on your application form. You can pay the fees online or at the Revenue Administration offices.
